ALBURY PARISH COUNCIL MEETING
Minutes of the meeting held 2nd April 2024, 7.15 pm at the Village Hall
Present: Councillors Jolly, Kelly, Lehmann, Pope and Sargisson

The chair opened the meeting at 7:25 pm
1. To receive and accept apologies for absence.

Resolved, proposed Cllr Sargisson, seconded Cllr Kelly, that these minutes are a true and accurate record of the proceedings. Unanimously agreed.
4. To receive reports on actions agreed at the last council meeting
The clerk put a link to the storage lagoon proposal on Facebook (see point 15.)
Councillor Klimowicz is writing directly to the Secretary of State to object to the Wickham Hall
Solar Farm extension.
Landowners have been contacted regarding clearance of the River Ash (see point 12.)
Councillor Kelly created the agenda for the Traffic & Speeding meeting (see point 17.)
A strimmer was purchased and handed to Ray Murdoch.
The clerk looked into quotes for culvert clearance and discovered riparian land owners must keep
these clear and in some circumstances, HCC should. A blockage has been reported to HCC in the
river at the bottom of Cow Pasture.

10. To receive an update from HMWT regarding their management plans for Patmore Heath
This will be added to a future agenda as no one from HMWT was able to attend.
11. To discuss the damage to land at Patmore Heath caused by a haulage lorry
Repairs £400 + VAT
Councillor Kelly contacted the haulage company and they’ve agreed to pay for the repairs.
The parish council will a height and weight restriction sign installed.
Action: the clerk will circulate sign ideas and then purchase a suitable one.
12. To receive any update available on the river Ash’s condition where it runs through private land
The stretch between the Albury Road and Upwick had been checked by the land owner and is clear. There are trees in the stretch between Cow Pasture and the village hall. The clerk has contacted the landowner to ask if they can clear these.
Action: the clerk will follow up with the landowner
13. To discuss the budget for the purchase of new village noticeboards
We need a new noticeboard at the village hall and Itch Lane. The clerk will ask the school if a third board can be installed on the outside of their railings.
Resolved, proposed Cllr Sargisson, seconded Cllr Kelly, that the clerk can purchase noticeboards up to a value of £2000. Unanimously agreed.
Action: the clerk will order noticeboards.
14. To discuss the purchase of a sound system for the village hall
The councillors discussed buying a portable PA system to share with the village hall and The Catherine Wheel for fundraising events. Councillor Kelly found a suitable one for £214.
Resolved, proposed Cllr Pope, seconded Cllr Kelly, to buy a PA System and pay half the cost. Unanimously agreed.
Action: the clerk will order a portable PA system
15. To discuss the parish council’s objection to a planning application to create 2 digestate storage lagoons in nearby villages
The councillors agreed to lodge an objection.
Action: The clerk will submit an objection on the grounds of the possible increase in unsuitable traffic on our roads
16. To discuss the progress of reinstating the Albury Parochial Charities
There is approximately £9500 available to spend. We are still waiting for the CCLA bank to pay held dividends into the new account. We also have £4363 to reinvest.
17. To give an update on the Traffic and Speeding Steering Group meeting
Representatives from Furneux Pelham, Stocking Pelham and Little Hadham attended. It was agreed to all complete a road audit and meet again on 28th May. We’ll also speak to the school to see if they will help with a campaign against speeding.
18. To discuss quotes for culvert clearance at the Albury Road and Upwick Road
The clerk has contacted landowners and HCC as riparian owners should keep culverts clear.
19. To further discuss converting part of the allotment gardens into an orchard and allotment issues
Allotment plots 2 and 3 need clearing. The clerk will get a quote from a local company.
The best time to plant an orchard is November so this will be addressed nearer the time.
Plot 4 has tall trees growing. The resident will be contacted about reducing their height.
Resolved, proposed Cllr Sargisson, seconded Cllr Kelly, that the clerk can organise clearance at a cost of up to £250. Unanimously agreed.
Action: the clerk will organise allotment clearance. The clerk will ask the person renting plot 4 to reduce the height of the trees.
20. To discuss local fly tipping and how this might be tackled
Fly tipping is becoming more regular in Albury End. The clerk will order some signs to try to deter people.
Resolved, proposed Cllr Kelly, seconded Cllr Pope, that the clerk can purchase No Fly Tipping signage and CCTV signs up to a value of £120. Unanimously agreed.
Action: the clerk will order signs.
21. To discuss the £5000 grant awarded to the village hall, some of which is to be used to purchase equipment for the play area
This grant will be fund matched but the Parochial Charities, The Albury Santa fund and from 200 Club profits. A table tennis table has been ordered at a cost of £2660. This leaves £7340 to create a pétanque court and buy some play area equipment to suit a variety of ages and abilities.
Action: The clerk will ask for residents’ input on Facebook.

Planning Appeal: Piggott’s Farm Albury End Albury Ware LPA Appeal Reference: 23/00114/REFUSE
Change of use of barns to Class E(g)(i) office use with insertion of windows/doors, new openings, insulation, re-roofing of Barns 1 and 2 and internal partitions with mezzanines to Barns 2 and 3. Creation of car park, gates with creation of wall, bin store, cycle store, lighting, landscaping and dedicated bat loft. Demolition of modern stables building and blockwork walls within the courtyard.

10. To discuss a recent planning application to create 2 digestate storage lagoons in nearby villages and how these could affect Albury
The parish council will submit an objection because of the traffic this will bring through Albury. Residents should also raise individual objections. Action: The clerk will put the link to the proposal on Facebook along with the deadline for comments.
11. To discuss the recently received Wickham Hall Solar farm update
The parish council will raise an objection to the revised proposal as it undermines the approved plans. Action: Councillor Klimowicz with draught a response.
12. To discuss the Environment Agency’s response to a request to have the River Ash cleared
The Environment Agency does not maintain the River Ash in Albury. They did send a team to clear the culvert under the Upwick Road. Land owners will be asked if the condition of the river as it runs through their land can be checked. Action: The clerk will contact one land owner and Councillor Klimowicz will speak to the other.
13. To discuss the progress of reinstating the Albury Parochial Charities
A new cheque was received from Barclays and has now cleared in the Lloyds account. We are waiting for The CCLA bank account changes to be completed.
14. To discuss the progress of the village hall patio work
The slabs have been ordered and the path to the door is scheduled for completion by 12tth March.
15. To confirm a date for a Traffic and Speeding Steering Group meeting and discuss adding a discussion about Solar Farm applications to the agenda for this
The meeting will take place on Tuesday 12th March at 7.20 pm. Action: Councillor Kelly agreed to create an agenda.
16. To discuss the village hall sharing mowing costs with the parish council.
This will commence from April.
17. To discuss strimmer prices and decide whether to purchase one
A strimmer is approximately £219. Ray Murdoch is happy to use it to keep the area surrounding the flowerbed around the village sign tidy.
Resolved, proposed Cllr Lehmann, seconded Cllr Klimowicz, that a strimmer should be purchased. Unanimously agreed. Action: Councillor Kelly will order a strimmer
18. To discuss getting quotes for culvert clearance at the Albury Road and Upwick Road
Action: The clerk agreed to seek quoted for the clearance of these culverts and the one at Patmore Heath. Culverts may need clearing every 2 years and advice will be sought.
19. To discuss converting part of the allotment gardens into an orchard to save on mowing costs
The best time to plant bare root trees is November. The cost is approximately £500 for 6 x 1.5m fruit trees. This will be discussed further at the next meeting.
20. To discuss local fly tipping and how this might be tackled
Fly tipping is increasing and the clerk will put a link on Facebook and urge residents to report incidents. The parish council could buy No Fly Tipping signs. Action: the clerk will get some quotes for the next meeting.

9. To discuss the contents of a letter to send to the Environment Agency asking them to clear the River Ash
Local farmers confirmed that the Environment Agency should clear the River Ash.
Action: The clerk will email them to ask them to inspect the river which needs clearing om both sides of the Albury Road to prevent the road and adjacent farmland flooding.

11. To discuss the progress of reinstating the Albury Parochial Charities
£4363.83 held at Black Rock has been transferred to the new Lloyds account. This amount is to be reinvested. The CCLA are still working on amending bank account details. Barclays still hasn’t re-issued the cheque for the closing balance of £9503.97. A previous trustee is chasing this on our behalf and is expecting an update by the middle of February.
12. To discuss the progress of the village hall patio work
The budget was £13400. So far, the cost has been £11,323.41, leaving £2,076.59. The last section of the rear patio should be completed by the end of this week and the path is scheduled for 27th and 28th February.
13. To discuss creating a traffic and Speeding steering group with other local parish councils
Suggested dates are 11th to 13th March.
Action: the clerk will suggest these dates to the other parish councils.
14. To receive a report on the Understanding Charitable Trusts training in relation to becoming trustees of the Dole Field.
The parish council was keen to support the current trustees but the training course highlighted too many issues, including the responsibility, the legalities involved and the amount of extra time it would require of councillors to fulfil the role efficiently.
Resolved, proposed Councillor Kelly, seconded Councillor Sargisson that Albury Parish Council should not become a trustee of The Dole Field. Unanimously agreed.
15. To discuss any information available regarding the licence for the next Anthropos Festival planned at Hixham Hall this year
This year’s Anthropos Festival has been cancelled and it is thought there are no plans for it to return to Hixham Hall in the future.
16. To discuss how to save on overall costs of maintaining allotments, hedges and verges
These maintenance tasks use a large portion of the precept. In the last financial year the following costs were incurred:
Mowing unused allotments: £980, village hall hedge cutting: £300, verge maintenance: £650, Village hall mowing: £1100 so a total of £3030.
A strimmer could be purchased to help keep the costs down and an orchard could cover some of the empty allotments. These will be discussed at the next meeting.
Action: clerk to find out more about fruit trees for the allotments

12. To discuss the progress of reinstating the Albury Parochial Charities
Change of signatory mandates and new bank details were sent to BlackRock and the CCLA in December. Paul Cole has written to Barclays to request a cheque for the closing balance to be reissued after Lloyds destroyed the original cheque.
13. To discuss the progress of the village hall patio work
Work began in December. The hard core is in place and the slabs are being re-laid this week. The spending of the budget of £13400 ex VAT is being recorded by the clerk. All VAT paid will be reclaimed at the end of the job.
14. To discuss creating a traffic and Speeding steering group with other local parish councils
Stocking Pelham, Furneux Pelham, Little Hadham and Berden have expressed an interest in participating. ACTION: The clerk will suggest a selection of dates in the second and third week of February to find one that’s mutually convenient for all.
15. To receive a report on the Understanding Charitable Trusts training in relation to becoming trustees of the Dole Field.
In the absence of three councillors, becoming trustees will be discussed at the next meeting.
ACTION: Councillors Kelly and Jolly will prepare a summary of the training course to highlight the pros and cons and circulate this before the next meeting.

The clerk contacted Thames Water to inform them that a member of the public had been seen using a pneumatic drill in the vicinity of the pumping station at Clapgate.

5. To receive petitions, comments and questions from the public
An MOP raised concerns about the number of football matches being played at the Dole Field at weekends and cars parking on the old cricket pitch. The chair said these concerns should be raised with the trustees of the field.
An MOP associated with the football club said it is playing at the Dole Field with the trustees’ permission in return for maintaining the football pitch and refurbishing the vandalised clubhouse, and that no football match limit had been imposed.
Councillor Geoff Williamson said he has investigated public concerns that work has begun at Wickham Hall with regard to the solar farm. He found it has not, and stated that planning consent is yet to be granted. He has said he has been asked to participate in deciding whether or not the Dole Field Trust should be given 100% rate relief.

Citizens’ Advice East Herts sent a note of thanks for our donation of £200.
Graham MacAndrew advised us that the groundwork adjacent to the Albury Road bridge over the A120 bypass is being carried out to clear the surface soil of rubble left over after the bridge build. Work should be completed by the end of October.
10. To discuss communications with Clarion Housing regarding issues at The Bourne
The clerk sent a detailed email and photographs to Clarion Housing on 8th September. This was acknowledged on 11th September as being forwarded to the relevant team. The clerk has requested an update and is awaiting a response. Action: the clerk is to follow up again with Clarion and also ask Councillor Williamson to provide a contact East Herts Council has.
11. To confirm allotment boundaries and ownership of land behind The Bourne garage block
The clerk was informed that a resident of the Bourne is using land behind their residence to store items. A land registry search has shown some of this is land is Albury parish council land and another piece is East Herts Council land.
Action: the clerk is to write to the resident explaining this and asking them to remove their items.
12. To discuss a quote received for cutting the hedge in the village hall car park
The company who mows the village hall grass areas has quoted £360 to reduce the hedge in height and width and remove all waste. They also offered to tidy the hedges at the edge of the play area within this price. The councillors agreed this was a good price for the work.

After a discussion, it was agreed that legal advice should be sought to understand the full implications of becoming a trustee of land. Councillor Williamson mentioned that the chair of Little Hadham parish council may be able to recommend a solicitor with expertise in this field
Action: the clerk will contact the chair of Little Hadham PC and then obtain a quote.
15. To discuss the progress of reinstating the Albury Parochial Charities
The clerk applied to register the charity with HMRC on 1st September and is awaiting a response – it can take up to 6 weeks to hear.

The grant has been confirmed for the village hall improvements. We will also receive the money granted to complete The Dole Field clubhouse refurbishment and will forward this to the Bishops Stortford Community Football Club on receipt.
The security cameras and lights installation at the village hall is in progress. The new awning has been ordered. The patio refurbishment is booked in.
17. To suggest dates for a meeting with HCC, Highways, East Herts Police and other parishes to discuss speeding issues
We have had reports of speeding by school parents and carers, as well as residents.
Action: the clerk will ask the school to send out a reminder of where the 30 MPH zones are and will also post a message for residents on FB and in the newsletter.

A MOP raised concerns that sheds, fencing and trees have been erected and planted at the rear of the bungalows on The Bourne, Clapgate. It was also flagged by MOP that the bungalow in question and its occupants have erected a lean to, this addition has created discharged surface water from the lean to roof to fall on the garages and their subsequent roofing areas. There are reports of concrete at the rear of the property, which may be on the Sewage works area, being dismantled by the residents of said property, with concerns that sewage contamination may occur. It is believed that the land in question that has been fenced off is most likely Parish Land, and no permission has been sought or granted for any garden extension of any kind.
Action:
PC to write to Clarion Housing with a copy of the letter sent to resident, plus a request to understand the contract in place for the resident and the boundary areas, as understood by the housing association. The letter will also flag that there may be potential water ingress and damage to garages adjacent to the property.
PC to e mail Thames Water and flag that the sewage works may have been subject to damage by said resident and an urgent appraisal of potential damage and any remedies required.
PC to ascertain via land registry the boundaries of properties, parish land and sewage works land by calling off appropriate deeds.
A MOP raised concerns and queried what was happening in regard to Anthropos festival, in particular in light of AMA Festival issues on 2nd Sept 2023.Please refer to point 18.
A MOP requested an update regarding the continuing concerns over aircraft noise on Patmore Heath. A question was raised in regard to concerns to the environmental damage to the SSSI. Please refer to point 10.
A MOP attended the meeting to offer support to the PC, in regard to agricultural speeding vehicles, subsequent damage and concerns. An incident regarding agricultural vehicles at Albury End on 7th August was reported. The PC were grateful for the offer of support, to understand the issues from a farming perspective as well as a parish perspective, and how we can work together to make the roads safer for all.

10. To discuss and formulate a response to the Stansted Airport Draft Noise Action Plan
A draft document was circulated by Councillor Kelly, which the PC discussed. The extension of the deadline means that a response via email rather than on the consultation portal is required by 20th September. The PC will e mail the response prior to this date. The clerk will make this document available on the village website.
11. To discuss the Parish Council becoming trustees of The Dole Field
The Dole Field was placed in trust for use by villagers and local sports club by the late Charles and Ann Newcomb. The current trustees are happy to hand over to the parish council and it is possible for a parish council to be trustees of such an asset. We should however take out trustee insurance and resolve the fact that the field and clubhouse are listed to pay business rates even though no profit is made. The electricity supply is the responsibility of the football club.
The pc agreed and it was propped by Councillor Klimowicz, seconded by councillor Sargisson for the PC to become trustee of the village asset,once a full check of liabilities has been established and a deed of land is obtained.
12. To discuss the status of the Albury Parochial Charities
The clerk applied to register the charity with HMRC on 1st September and it can take up to 6 weeks to complete.
There is no need to re-register with the Charity Commission as income is below £5000.
Once HMRC confirm the charity is registered with them, we can amend signatories on the Barclays account and apply to withdraw money held in a Blackrock client account.
The last Barclays statement received in December 2017 showed a balance of £7368. Income received from 4 COIF funds from September to December was £79.
Blackrock uninvested money and placed it in a client account in July 2017 after the charity was removed from the register – this amount is £4363.
It was agreed by PC that the clerk and Councillor Kelly continue to register the charity and supply a new “objects” declaration for agreement to ensure that the charity and it subsequent fund is available under clear guidelines going forward. The PC would be trustee of this fund and once established and current monies obtained a plan for consultation on how to spend the money within the parish established.
13. To discuss the progress of a request for funds to improve lighting, security and patios at the village hall
We are still waiting for confirmation of payment but have been assured the grant has been agreed in full. The new awning has been ordered as it takes 6 weeks to arrive.

14. To discuss how to make Highways and the police take notice and help to resolve speeding problems
PC agreed to continue to request a meeting with highways/police and local government to discuss how we can manage this issue.
15. To discuss speeding issues in the village and possible resolutions including working with Stocking Pelham and other parish councils as necessary
PC agreed that we should interact with Stocking Pelham PC in regard to speeding issues. Share best practice within both parties and attend any relevant meetings as appropriate. Councillor Klimowicz will contact Stocking Pelham PC, to agree sharing of information and actions.
16. To receive an update of discussions with the Environment Agency regarding clearance of the River Ash
Councillor Kelly has established contact with Environment Agency and awaiting meeting date and time for an appraisal of the River Ash and what actions can be taken.
17. To report on the police rural crime update
Councillor Kelly circulated a report after attending the Rural Crime Priority Setting Forum, held on 10.08.23 with the rural policing team. Best practise and the update discussed. It was agreed that any further meetings should be attended by the PC.
Rural policing team will respond in due course to set what are the priorities for the next 6 months to the PC and all East Herts Parishes within the rural area.
The key aspect from the meeting was that the rural policing team asked residents to use 101 reporting for any incidents, to assist in the building of the picture of rural crime trends and outcomes.
18. To discuss the next planned Anthropos Festival at Hixham Hall
After a MOP raised concerns regarding this upcoming event, the PC established that the Anthropos Festival is planned for 23rd-27th May 2024. It was noted that tickets are now on sale and again there is a rolling 24 music licence.
PC has agreed to contact environmental health again to raise the concerns that were raised to the licensing committee and request involvement in what mitigations are being put in place should this festival go ahead. Concerns over traffic management, notably that the festival website details that the events team will be operating a shuttle bus to this year’s event from Bishops Stortford train station will be highlighted. Clerk to contact Cllr G Williamson to request what else we can do to control/mitigate or cancel this event. Given the adverse impact of AMAFEST, the PC are gravely concerned that this event may create similar issues.
19. To discuss making a donation to Citizen’s Advice East Herts and agree an amount if relevant
We donated £200 in May 2022 and have had a request for further support this year. The PC agreed to make a £200 donation in 2023. Proposed by Cllr Klimowicz, seconded by Cllr Kelly.

Our request for information under the Freedom of Information Act was rejected because there is too much data to provide. Stansted Watch is investigating night flights. The noise monitor is now up and running at Patmore Heath and data can be seen at www.webtrak.com

Councillor Kelly is looking at footpaths with Ray Murdoch. Councillor Kelly has created a table of information based on the previous parish plan for councillors to read through. A parish portrait is to be created. Ray offered to scan the original plan to upload to the website. A parish portrait is to be created for residents to comment on. The clerk will ask HMWT for their Patmore Heath management plan.
12. To discuss the status of the Albury Parochial Charities
Councillor Kelly has been looking at the process to amend the objectives of this charity to be inline with the times. Money held at Blackrock in a client account will be withdrawn and reinvested once the signatories have been updated.
13. To discuss the progress of a request for funds to improve lighting, security and patios at the village hall
An update is expected tomorrow. The clerk asked if this year’s fund would give a grant for a memorial garden and was told this would not meet the criteria.
14. To receive an update on the tractor suggested for the play area
The tractor was installed on 22nd June and the balance was paid to Outdoor Play UK. Councillor Jolly is also part of the playground committee and sent a huge thank you to Spencer Hoy and the rest of the Albury Santa team for their yearly fundraising that collected the money to pay for this, to the residents who donated to the Albury Santa fund, to Councillor Kelly for suggesting the tractor and to the clerk for orchestrating the purchase and installation.
15. Discuss applying for a grant for a memorial garden on the first allotment plot
We will apply to the Stansted Airport Community Fund for a grant to help with this.
16. To discuss the condition of the white railings and Herts County Council’s response to our report of their damage and dangerous state
Although the railings over the River Ash have been reported to Highways as dangerous and in need of repair several times, we have had no response at all. An email is to be drafted for approval before being sent to Councillor Graham McAndrew, Councillor Geoff Williamson and Highways stating that the parish councillors are considering taking legal action
17. To discuss how to make Highways and the police take notice and help to resolve speeding problems
The clerk is to make a note of the number of times we have reported speeding issues that have been ignored.
18. To discuss the condition of the river Ash and the need for it to be cleared
Councillor Kelly as emailed the Environment Agency on 17th June 2023 and has no response. She will make a follow-up phone call to chase.
19. To make a list of tasks that could be tackled on a community volunteering day
The memorial garden at the allotment will be a project for 2024 if a grant can be secured.
20. To discuss objecting to the Anthropos festival planned for 2024
The clerk will look for the original details issues in 2022 and also speak to Geoff Williamson to see if he has any further information about their plans for 2024.
21. To discuss joining forces with Stocking Pelham parish council to tackle speeding
As speeding is a problem in all local villages, the parish council decided to suggest a meeting with other local parish councils Highways, local police and our district and county councillors to discuss solutions.
22. To discuss any responses from local farmers from our letter regarding speeding and poor driving of farm vehicles through Albury and surrounding areas
Responses were received from Robert Barclay and Charles Hockley. Both assured us their tractors are limited to 50 KPH but they are happy to review any evidence we can provide to the contrary. It was suggested that school parents from outside of the village exceed the speed limit more than tractors do. In this light, the councillors will ask the school to remind all parents to be mindful of the 30 MPH limit throughout the village.

A freedom of information request has been submitted asking for information on flight altitudes, and frequency for departures and arrivals at Stansted. A noise monitor is to be installed at Patmore Heath and will be in situ for 3 months. Councillor Kelly is in contact with Stansted Watch to establish if they can assist in any way. We are looking into the airport’s obligations with regard to SSSIs. Albury is not on a continuous ascent path which can mean more aircraft noise. The proposal is to make it a continuous ascent path which should reduce noise. Changes to flight paths go through 7 stages and all airports are following the same process.
12. To discuss whether to update the Albury Parish Plan
The plan is to create a pdf of the existing parish plan and then recruit a steering committee to update and embellish it.
13. To discuss the status of the Albury Parochial Charities
The Albury Parochial Charities has existed since 1589. Land and property were left in trust to help the poor of the parish. These assets were sold off and the proceeds were invested as COIF funds with Blackrock and CCLA with dividends paid into a Barclays account. We need to amend the trustees and signatories for all three of these as they are out of date. The charitable status has been removed because annual returns have not been submitted. We also need to create an HMRC charity and provide these details to the banks above. Blackrock are holding money in a client account which we must withdraw before they pass it to a charity of their choice. This will be reinvested with CCLA.

The clerk chased this and was told applications are now being reviewed after changes in staff since our application was submitted.

A new mandate change form was signed to remove old signatories and add the current councillors.
12. To Sign the Annual Return and accounts previously circulated
Expenditure for the financial year did not exceed £25,000 so Albury Parish Council is exempt from an external audit.
The councillors reviewed the annual accounts and signed the certificate of exemption and annual governance statement. The clerk suggested the internal auditor used previously, Paul Chapman of Magi Associates. He is available to audit the accounts on 10th May. The public rights period will begin Monday 3rd July and end Friday 11th August.
Resolved, proposed Cllr Jolly, seconded Cllr Kelly to approve:
the annual accounts, the Annual Governance and Accountability Return 2022/23,
Paul Chapman (Magi Associates) as internal auditor at a cost of £144, the public rights period of 3rd July to 11th August.

13. To agree payments due
One Hundred Parishes subscription £10, Krystal website hosting £47.99, HAPTC subscription £344.48. Total: £402.47
Resolved, proposed Cllr Klimowicz, seconded Cllr Kelly, to approve the payments due. Unanimously agreed.
14. To consider the insurance renewal quote
A one year renewal will cost £206.30. Alternatively, a three year renewal will be £195.99 per year for the next 3 years. Resolved, proposed ¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬Cllr Lehmann, seconded Cllr Kelly, to renew the insurance with Community First for 1 year/3 years. Unanimously agreed.
15. To receive the clerk’s report (for information only). None.
16. To discuss any further information received regarding the Stansted airport flight path changes
Councillor Kelly is to make a freedom of information request via the Civil Aviation Authority to find out exactly what the changes to flight paths have been to date across Albury. She has discovered the consultation has been delayed. Other parish councils are to be contacted to see if their parishes have noticed increased aircraft noise. A noise monitor is to be installed at Patmore Heath in June to gather noise data.
17. To discuss the progress of the grant request from the UK Shared Prosperity Funds to add cameras, lights, a new awning and repair the patios at the village hall
An application as submitted in April and e are awaiting the outcome. The clerk agreed to check the progress.
18. To agree to order a wooden tractor and trailer for the play area to be paid for by the Albury Santa funds
The tractor and trailer will cost £3418 + VAT including installation. The Albury santa team are happy with this choice. They will donate this cost to the playground committee who will donate it to the parish council who can reclaim the VAT.
A deposit of £2050.80 (including VAT) is due at point of order.
Resolved, proposed Cllr Kelly, seconded Cllr Klimowicz, order the tractor/trailer and pay the deposit due. Unanimously agreed.

20. To suggest agenda items for the next Parish Council Meeting to be held Tuesday 6th June 2023 at 7.15 pm at the Village Hall
Is the Anthropos Festival planned again? Aircraft noise, UKSPF grant, memorial garden at the allotments, 11th June meeting with Stansted team, free planters from EHDC, volunteering day
