ALBURY ANNUAL PARISH MEETING

Minutes of a meeting held Thursday 21st May 2015 at ­­­­­20:05 hrs at the Village Hall

 

Present: Cllr Benton, Cllr Muller (chairman), Cllr Waples

In attendance: Mrs J Pettitt (parish clerk) and 4 members of the public (MOP)

The chairman opened the meeting at 8.05 pm

1.To receive and accept apologies for absence. Cllr Walne sent apologies.

2.To receive the Albury Annual Report

The chairman read out the annual report (Appendix 1)

The clerk read out an annual and monthly update from the local police (Appendix 2)

 Cllr Benton read out an update from the headmaster of Albury Primary School (contact the clerk for details)

3.Question time.

Appendix 1.

The Parish Council would like to offer thanks to the following people

  • Brigitte Webster, who recently retired from the Parish Council after 8 years service. Her input will be greatly missed. Brigitte will still be helping to organise the forthcoming Arts and Crafts Show and The Albury Antique Fairs both events raise funds for community projects
  • Nuala Barrett, who resigned from the Parish Council earlier this year, for all her help during her year as a councillor
  • Maggie Vicary for her constant efforts in keeping the village tidy
  • Reg Crafter for his continual help with various village maintenance tasks
  • Pam Blevins for always managing to squeeze our lengthy minutes into her Parish Newsletter
  • Judy and Ray Murdoch for their much needed support of the DriveSafe campaign
  • The current councillors for their continuing hard work and dedication
  • Julie Cooper for providing us with a beautiful drawing of the Church to create a greeting card (These are on sale for £1 each)

Parish Council projects over the last year

  • A revamp of the village website alburyvillage.org.uk
  • Clearance and ongoing maintenance of the allotments (of which there are still 3 available if anyone is interested)
  • Persistently chasing up the repair of the railings of the River Ash bridge which have now been completed
  • Liaising with the Highways department and chasing for regular updates of pothole repairs
  • Battling with the school to get the drains cleared to prevent flooding outside the school, a battle we think we have won
  • Arrangement of the annual safety inspection of the playground
  • Instigating to successful completion instalment of new pumps to ease flooding at Clapgate pumping station
  • We feel we have much better communications with our residents, keeping them informed & updated via the website, the village notice boards, Facebook and the Albury newsletter
  • Holding a DriveSafe campaign to encourage speed awareness in the village
  • Continuing the relationship with HMWT to keep us informed of management plans of Patmore Heath
  • Instigating repairs to fencing at Parsonage Lane pumping station
  • Continuing support of St Mary’s church and Village Hall with annual grants
  • Campaigning to keep the village free of dogs mess!
  • Welcoming new families to the village with a card and a note containing Parish Council details
  • Easter Egg Hunt.This was a huge success and we hope to arrange another one next year
  • Arts and Crafts Show.The parish council are now assisting with the organisation of this show which will be held 24th and 25th October.

Current crime trends in the East Herts Rural area include theft from work vans (mainly transit types and theft of work tools), theft of home heating oil and shed breaks in the West of the area. 

We continue to ask people to be vigilant whilst out and about in their community and if they see something suspicious, vehicle or person, to ring 101 immediately to report.

ALBURY PARISH COUNCIL (APC) MEETING

Minutes of a meeting held Tuesday 7th April 2015 at 19.15 hrs at the Village Hall

Present: Cllr Benton, Cllr Muller (chairman), Cllr Waples, Cllr Walne, Cllr Webster (vice-chairman)
In attendance: Mrs J Pettitt (parish clerk) and 3 members of the public (MOP)

The chairman opened the meeting at 7.20 pm

1. To receive and accept apologies for absence. None. Cllr Muller can’t attend the meeting of 2nd June 2015.
2. To receive declarations of interest. None.
3. To confirm the minutes of Albury Parish Council meeting held on 3rd March, 2015. Resolved that these Minutes be agreed as a true and accurate record of the proceedings and be duly signed by the chairman. Unanimously agreed.
4. To receive reports on actions agreed at the last council meeting
The clerk asked the landowner if a fence can be installed around the Coronation Oak to protect its roots. He replied that that area is not deep ploughed so the roots aren’t affected, therefore a fence is not necessary.
The details of the land licence for the bus stop green are still being discussed with Savills.
Nick Lock is to clear the vacant allotments this month. Cllr Webster is to arrange a skip.

5. Chairman’s announcements (for information only).
The chairman accepted Cllr Webster’s letter of resignation and thanked her on behalf of the parish council for her contributions as a councillor over many years.
6. To receive petitions comments and questions from the public
An MOP asked when the bridge over the river Ash will be repaired. Cllr Muller said she has chased Ringway and has been told it is scheduled for specialist repair but no date has been set.
An MOP asked if APC could plant bulbs or flowers in the verges throughout Albury to improve their appearance. Cllr Muller said this would be considered.
An MOP asked if APC had thought of building on the allotments. Cllr Muller said it is not something the current Parish Council are considering.
An MOP asked for an update of HMWTs meeting with Natural England regarding Patmore Heath management. Cllr Muller said the meeting had only just taken place and APC are going to meet HMWT for an update before publicising the plans.
An MOP thanked APC for all their work regarding the Easter Egg Hunt.
7. To consider planning applications listed below
3/15/0348/HH Thatched Cottage, Patmore Heath, Albury.
Demolition of boiler store and erection of single storey rear extension.
As comments had to be in prior to this meeting, APC commented that the biodiversity report should state that the development is within an SSSI.
3/15/0427/HH 6, The Bourne, Albury
Two storey side extension to replace existing single storey extension. No comment.

These were received by the Council and found to be satisfactory.

Received Cllr Webster’s letter of resignation.
A new LAIS1376 Guide and Transparency Code was received and circulated.
Allotment 7 has been let jointly to two residents.
A resident sent a request for an update of planned clearance work at Patmore Heath.
11. To discuss pothole issues
Cllr Muller has been chasing East Herts Council (EHC) to properly repair the potholes around the village. EHC have said there are underlying drainage issues causing many of the potholes which need to be addressed, and a date has not yet been set to do this.
12. To discuss broadband service in the village
APC are keen to take steps towards improving the broadband service in the village. Cllr Walne has been discussing the poor broadband service with a group of residents. Apparently the BT exchange in Albury is enabled for superfast fibre broadband, but this needs to be connected to the street cabinets in order for residents to begin to benefit from it. Cllr Walne said some villages have paid for this stage of the connection themselves and that he will investigate the work and costs this would involve.
13. To discuss the Albury Parochial Charities trustees
Rev Giles has agreed to replace Rev Boulton from July. Cllr Muller has agreed to become a trustee in place of another trustee. The other two trustees are happy to remain. The clerk is to arrange a meeting of the trustees in July in order to remove old trustees and appoint new trustees.
14. Agree to Magi Associates performing the internal audit at a cost of £125 plus VAT
The RFO spoke to Magi Associates who performed last years internal audit and they quoted the same price as last year.
Resolved, proposed by Cllr Muller, seconded by Cllr Benton, that the Magi Associates undertake the internal audit of APC’s accounts @ £125 + VAT. Unanimously agreed.
15. To receive an update of the Easter Egg Hunt
Cllr Benton reported that the Easter Egg Hunt was a great success, as about 75 children and their families took part. APC would like to thank Sophia Walne, and her three friends, who provided lots of help on the day.
16. To receive an Arts and Crafts Show update
Cllr Webster will still help organise this event. Posters are being designed and advertising will begin in May.
17. To discuss making an application to the Parish Paths Partnership Scheme for a grant. (Grants of up to £1000 are available to improve, promote or enhance existing public rights of way to benefit the local community)
The clerk is to establish whether or not APC is eligible for this grant prior to further discussions taking place.
18. To discuss the Parish Council Elections and nominations
Cllr’s Benton, Muller, Walne and Waples have completed nomination papers. There are 6 positions on Albury Parish Council. The clerk displayed the election notices from the 30th March and posted them on Facebook in the hope of attracting other residents to stand for election. If there are any vacancies after the election these places may be filled through co-option.
19. To discuss the Annual Parish Council Meeting and Annual Meeting of the Parish, and confirm a date for these
These are to be held on Thursday 21st May 2015. APC hopes for a good attendance by residents. The village broadband service is to be the hot topic. The clerk will prepare the agendas and advertise these meetings as early as possible.
20. To discuss the condition of the ground in front of the Itch Lane parish notice board and a possible solution
The councillors agreed this area could be improved and at the same time the village notice boards could be replaced. The clerk is to gather some quotes.
21. To suggest agenda items for the Annual Parish Council Meeting and Annual Meeting of the Parish, both on Thursday 21st May 2015, 7.15pm at the village hall

Minutes of a meeting held Tuesday 3rd March 2015 at 19.15 hrs at the Village Hall

Present: Cllr Benton, Cllr Waples, Cllr Walne, Cllr Webster (vice-chairman)
In attendance: Mrs J Pettitt (parish clerk) and 2 members of the public (MOP)

The vice chairman opened the meeting at 7.25pm
1.To receive and accept apologies for absence. Cllr Muller sent her apologies for this meeting and the meeting to be held of 2nd June 2015. Cllr Benton informed the clerk earlier in the day that he would be late. He arrived at 7:55pm
2.To receive declarations of interest. None.
3.To confirm the minutes of Albury Parish Council meeting held on 3rd February, 2015. Resolved that these Minutes be agreed as a true and accurate record of the proceedings and be duly signed by the chairman. Unanimously agreed.
4.To receive reports on actions agreed at the last council meeting
The playground gate closer and instructions have been passed to R Crafter to install.
The clerk has asked several people to replace Rev Boulton as a trustee of Albury Parochial Charities but none have been able to take the post.
The Chairman has spoken to Savills re: the land licence and this is progressing.
The trustees of the Albury Children’s fund have been invited to attend a meeting and we are awaiting the response of one of them.
The village hall committee have had complaints about the lack of car parking space. The clerk asked for plans from the original architects but they no longer have any.

6.To receive petitions comments and questions from the public
An MOP said he has fitted the gate closer to the playground gate and asked if he can purchase a latch to fit on the gate, at a cost of approximately £20. The councillors agreed he can do this and will be reimbursed. An MOP asked if there has been any progress regarding a previous request to place a perimeter fence around the Coronation Oak tree in Cow Pasture. The clerk agreed to follow this up.

Reports of damage to car tyres in pot holes in Albury End have been received from residents and the chairman has raised the issue with our local councillor, the East Herts Highway Locality Officer and Ringway.
11.To discuss the quotes received for regular allotment maintenance and whether to proceed
Two quotes have been received for the four vacant allotments to be mowed/strimmed four times per year. One came in at £480 and the other at £280.
Resolved, proposed by Cllr Webster, seconded by Cllr Waples, that the provider of the £280 quote be employed to carry out the allotment clearance. Unanimously agreed.
The clerk is to write to one of the allotment tenants to ask them to clear some rubbish from their allotment.
12.To receive an update on the planning for the Easter Egg Hunt for Easter 2015
The plastic eggs, baskets and other decorative items have been purchased. Posters have been displayed on the notice boards, on FaceBook, on the village website, and circulated via email to residents and the school parents. The clerk is to purchase 120 chocolate eggs and any other suitable items from the remainder of the budget.
13.To discuss the Village Hall Grant request
The councillors read the account information provided by the Village Hall Committee prior to the meeting. Resolved, proposed by Cllr Webster, seconded by Cllr Waples, that the requested donation of £500 be paid to the Albury Village Hall. Unanimously agreed.
14.To discuss the application from a Patmore Heath resident to widen the access to the front of their property across the common land
The councillors reviewed the request and plans prior to the meeting. They discussed the fact that the parish council have never granted permission to alter driveways across common land to properties on Patmore Heath unless a valid medical reason has been proven. Resolved that permission to alter the driveway across the common land at Patmore Heath be denied. Unanimously agreed. Details are in the appendix which will be filed with these minutes.
15.Receive an Arts and Crafts Show update from Cllr Webster
The Pot Luck Supper ladies have agreed to organise the refreshments.
16.Discuss if there is enough interest to make it viable to hold an Open Garden Event
As only three people have confirmed interest it was agreed to postpone this event until next year.
17.To discuss making an application to the Parish Paths Partnership Scheme for a grant. Grants of up to £1000 are available to improve, promote or enhance existing public rights of way to benefit the local community

The chairman opened the meeting at 19:20
1.To receive and accept apologies for absence. Cllr Walne sent his apologies.
2. To receive declarations of interest. None.
3. To confirm the minutes of Albury Parish Council meeting held on 13th January, 2015. Resolved that these Minutes be agreed as a true and accurate record of the proceedings and be duly signed by the chairman. Unanimously agreed.
4. To receive reports on actions agreed at the last council meeting
The playground gate closer and instructions are ready to pass to R Crafter to install.
The village hall sent further information to support their grant request. It was too late for this agenda so will be added to the March agenda.
The clerk spoke to a trustee of the Albury Children’s Fund. They are raising money to refurbish the playground.
The clerk asked again via FB if anyone is interested in taking part in an Open Gardens Event but has received no responses.

6. To receive petitions comments and questions from the public
Regarding the Open Garden event, an MOP said some of his neighbours had expressed an interest and their details will be forward to the clerk.
An MOP asked if there has been any update from HMWT regarding the management of Patmore Heath. Cllr Muller said no further information has been received and she will chase them on the matter.
An MOP asked what APC were holding so much money in reserve for. The chairman responded that it was earmarked to be spent on community projects such as a playground refurbishment. APC plan to invite community groups to apply for grants.
7. To consider planning applications listed below.
3/15/0159/FP Brooms Farm, Upwick Green. Removal of existing double boarded doors and replace with 2 brick piers, central double doors and 2 flanking windows in North and South elevations.
3/15/0160/LB Brooms Farm, Upwick Green. Listed Building Consent for removal of existing double boarded doors and replace with 2 brick piers, central double doors and 2 flanking windows in North and South elevations. Internal alterations to allow new study, bedroom and bathroom.
As these applications were only received on 30/1/15 the councillors need more time to view them. Any comments will be made directly to the planning department before the 20th February deadline.

10. To receive the clerk’s report (for information only)
Received a residents request for permission to widen a driveway across the common land to their property on Patmore Heath.
Received Cllr Barrett’s resignation letter and a corresponding Vacancy Notice from EHC.
Received a letter from a person interested in taking part in the Arts and Crafts show.
Received request from allotment tenant for permission to erect a shed at the allotments.
Received request from a resident to see last years and the coming years budget sheets.
Received email from Savills estimating a land licence preparation cost of £500 + VAT.
Received a copy of Village Hall accounts to support their grant request.
11. To discuss Cllr Barrett’s resignation which has created a vacancy on the Parish Council
APC received Cllr Barrett’s resignation on 23/1/15. Cllr Muller asked if any MOP present was interested in filling the vacancy. A resident of Albury, Tracey Waples, expressed an interest. Tracey has previously served as a Parish Councillor for Albury.
Resolved, proposed by Cllr Muller, seconded by Cllr Webster that Tracey Waples be co-opted to fill the vacancy. Unanimously agreed.
12. To discuss on going allotment maintenance
We advertised the vacant allotments on FB, in the newsletter and in the pub but have had no responses. There are still 4 vacant plots.
An allotment tenant applied in writing for permission to erect a shed. The councillors agreed he may erect the shed under certain conditions. The clerk is to draft a response and circulate it to the councillors for approval.
The clerk is to contact the gardener who recently cleared the empty allotment plots and ask him to suggest a maintenance schedule and quote a price for this.
A skip is to be provided twice a year to aid allotment tenants with allotment clearance.
13. To discuss the Albury Children’s Fund, which is run by residents to raise money for village projects such as the playground.
The clerk made contact with the trustees who manage this fund. The councillors asked for them to be invited to attend a parish council meeting to discuss how we can work together to raise further funds for a playground refurbishment. The clerk is to forward on this invite.
14. To discuss the next DriveSafe Campaign
There are plans to arrange a further DriveSafe Campaign during March or early April. The location is to be decided.
15. To discuss the planning and budget for the Easter Egg Hunt for Easter 2015
An Easter Egg Hunt is to be held at Patmore Heath on Saturday 4th April, from 11am to 2pm. This will be held in conjunction with Albury School. Cllr Muller is to arrange for promotional posters to be made. The clerk is to ask the school to advertise the event in their newsletter. The details will be placed on FB and, space permitting, in the Albury Newsletter. The clerk is to ask the organisers of the Albury Santa Float how many selection packs they usually hand out at Christmas to gauge how many prizes to buy. For their safety, children will need to be carefully supervised by adults at all times on the day.
Resolved, proposed by Cllr Benton, seconded by Cllr Muller that a budget of £500 be set aside to fund this event. Unanimously agreed.
16. Discuss the possibility of adding more parking spaces at the Village Hall car park
Cllr Webster pointed out that when large events take place at the village hall there is often a shortage of parking spaces due to the numbers of residents who also use the car park. She asked if it would be possible to increase the number of parking spaces. It was suggested that re-marking the bays may help and maybe some of the bushes and shrubs could be removed to create extra spaces. It was felt it would be too difficult to enforce a parking fee for residents to deter them from parking there. The clerk is to ask the Village Hall Committee if they have ever received feedback from hirers regarding parking problems. The clerk is to seek out plans of the car park to circulate amongst the councillors to gain a better idea of ways to improve the situation.
17. Receive an Arts and Crafts Show update from Cllr Webster
The show is to take place on 24th and 25th October 2015. The original organiser is to manage the art side and APC will manage the crafts side. APC will pay for event advertising. Proceeds will be used for community projects. The clerk is to ask if the village hall hire fee can be waived. APC are to approach the Potluck Supper team to ask if they will organise the refreshments.

3. To confirm the minutes of Albury Parish Council meeting held on 4th November, 2014.
Resolved that these Minutes be agreed as a true and accurate record of the proceedings and be duly signed by the chairman. Unanimously agreed.
4. To receive reports on actions agreed at the last council meeting
The clerk purchased and installed a ‘No Dogs Allowed’ sign at the playground.
The clerk purchased a gate closer for the playground gate which is still to be installed.

A member of the public asked what was happening with the vacant allotment plots and if they should be advertised locally. APC agreed they should put

8. To thank Cllr Webster for her donation of £207.02, plus Christmas lights to the value of £99.98, from the proceeds of the last Albury Antiques Fair
The councillors thanked Cllr Webster for her generous donation which totalled £307. The chairman asked Cllr Webster if the village hall committee had
thanked her for the donation she made to them and she replied that they had not.

Resolved, proposed by Cllr Muller, seconded by Cllr Webster that the Village Hall Committee should provide details of what this donation is required
for. Unanimously agreed. The clerk is to request this information.
14. To provide an update re: installation of new pumps at Clapgate Pumping Station
Thames Water confirmed that new pumps have been installed at the Clapgate Pumping Station and these should prevent flooding during heavy rainfall.

16. To discuss communication from the owner of the ‘Bus Shelter Green’
A letter was received from the Patmore Estate and it may be possible for APC to manage the land known as ‘Bus Shelter Green’. After a discussion
with Savills, we are awaiting a draft land licence agreement. The clerk will make enquiries as to the progress of this.
17. To discuss the planning and budget for the Easter Egg Hunt for Easter 2015
In the absence of Cllr Benton, postponed to the next agenda.
18. To agree a date for the Arts and Crafts Fair and the Open Gardens event
Cllr Webster spoke to the previous organiser of the Arts and Crafts Fair who is happy to assist with the next one. It was suggested this be held on
Saturday 24th October 2015. There has not been a huge response to the Open Garden event. The clerk agreed to establish if anyone is interested. It
was suggested that a weekend in June would be ideal.
19. To discuss making a donation towards the village playground refurbishment
Before agreeing to donate money towards the playground refurbishment, the councillors said the villagers must show they support this. There has not
been an overwhelming response from the village when asked for suggestions for the playground refurbishment. Council members asked the clerk if the
APC had received money from the ‘Santa event’ held in Albury in December, and she replied that they hadn’t but the Albury Newsletter contained an
article stating this money was donated to the Albury Children’s Fund. As the Albury Children’s Fund is unknown to APC, the clerk agreed to try to
establish what this fund is.

ALBURY PARISH COUNCIL (APC) MEETING

Minutes of a meeting held Tuesday 4th November 2014 at 19.15 hrs at the Village Hall

In attendance: Mrs J Pettitt (parish clerk) and 1 member of the public (MOP)

The vice-chairman opened the meeting at 19:25

1. To receive and accept apologies for absence
Apologies were received from Cllr Muller and Cllr Barrett.

2. To receive declarations of interest. None
3. To confirm the minutes of Albury Parish Council meeting held on 7th October 2014.

Resolved that these Minutes be agreed as a true and accurate record of the proceedings and be duly signed by the Vice-Chairman. Unanimously agreed.

4. To receive reports on actions agreed at the last council meeting
Quotes received for a ‘No Dogs Allowed’ sign and a playground gate closer, for £12.76 and £112.27 respectively. Resolved, proposed by Cllr Benton that these should be purchased, seconded by Cllr Walne. Unanimously agreed.Thames Water confirmed that they are to install new pumps at the Clapgate pumping station. The clerk agreed to inform Bourne residents of this by letter.

The school added a note to their newsletter asking parents to select preferred equipment for the playground refurbishment. No responses have been received.

The clerk passed East Herts Councils Sports England Bid details to the Village Hall Committee. Other matters to be reported within specific agenda items.

6. To receive petitions comments and questions from the public

An MOP asked where the boundaries of the allotment gardens lie. APC agreed to look into this. The MOP asked if APC were aware that an electric cable runs just below ground level along the rear gardens of The Bourne to a shed adjacent to allotment plot 10. He asked if permission for the shed, the electric cable, a water storage tank and a rainwater supply leading to it had been granted by APC. APC agreed to look into this also.

8. To discuss the allotments, including progress of the clearance

A skip was provided at the allotments on 25th October and the tenants were informed of this by letter on 17th October. Cllr Webster and the clerk confirmed that the gardener had cleared the agreed plots. The skip requires collecting. Cllr Webster agreed to arrange this and for another skip to be delivered. The councillors discussed the shed and water storage tank adjacent to plot 10 and agreed permission for these had not been sought or granted. Resolved, proposed by Cllr Benton that a letter should be sent to the tenant responsible asking for these items, along with any related electricity cable and rain water supply pipes, to be removed, seconded by Cllr Webster. Unanimously agreed. The clerk agreed to write a letter to the tenant responsible.

9. To discuss the A120 Bypass scheme
The clerk agreed to establish the status of a request for further A120 consultations at Albury Village Hall. It was previously agreed to employ a planning professional at a cost of £600 for per day. Resolved, proposed by Cllr Benton, that APC pay for a maximum of three days if necessary, seconded by Cllr Walne. Unanimously agreed. Cllr Walne agreed to call the chosen planning professional to discuss APC’s requirements before enlisting their services.

The clerk agreed to prepare a reminder to residents to submit their views by 3rd December. This will be placed on our new website, Facebook and in the Albury Newsletter (space permitting).

10. To discuss the progress of the update of the Albury Village website

The rework is complete. Everyone agreed that the website looks super and agreed it should be introduced via Facebook and in the Albury Newsletter. The URL is alburyvillage.org.uk

11.  To receive an update of the DriveSafe campaign

The first campaign was completed successfully on 20th October. Another one is due to take place in the next couple of weeks.

12. To discuss the Easter Egg Hunt for Easter 2015

Cllr Benton agreed to work out a budget by the next meeting in January and the finer details will be discussed then also.

13. To discuss the Albury Parochial Charities status

The clerk has contacted the Charities Commission to establish how to have the charity reinstated and is awaiting a response. The investment managers have been informed of the current position.

14.  To discuss establishing which land around the village is registered to APC

Postponed to a future agenda in light of Cllr Barrett’s absence.

15. To discuss the idea of an Albury Youth football team

Postponed to a future agenda as no further information has been received.

16. To discuss the progress of a request to the land owner for permission to place a Christmas Tree by the bus stop at Clapgate

The clerk emailed Savills regarding the ownership and maintenance of the land by Clapgate bus stop but has received no response. Cllr Benton agreed to follow this up.

17. To thank Cllr Webster for her previous donation of £198 from the proceeds of the Albury Antiques and Interiors Fair

The other councillors thanked Cllr Webster for her donation of £198 in September. Cllr Webster responded by donating a further sum of £371 from the October Fair. These donations will be used for community projects.

The Chairman forwarded Patmore Heath survey results to HMWT.
The clerk displayed anti dog fouling posters by the school children around the village.
The clerk asked HMWT to clarify the current percentage tree coverage of Patmore Heath and they said they would seek clarification from Natural England.

An MOP asked if Albury would be interested in having its own U15s football team. Cllr Benton suggested the MOP contact the person who runs the current football club and run it by him and then if it seems like a viable idea, let APC know and it will gauge the interest within the village. An MOP asked if he could have a fire at the allotments to burn allotment waste. The councillors said they were having a skip delivered soon, on a date to be confirmed, so could he wait and use that instead.
An MOP said dogs have been fouling within the village hall playground as the gate does not self close. He suggested a self closing device should be fitted. Cllr Muller also suggested a ‘No Dogs Allowed’ sign should be displayed at the entrance to the playground. The clerk agreed to obtain quotes for both items.

There is no further update as HMWT and Natural England are yet to meet.

The councillors agreed the plots should be cleared and were happy with the quote for £230 from P. Cage. Resolved, proposed by Cllr Muller, seconded by Cllr Benton that the  P. Cage should be employed to carry out the clearance @ of £230. Unanimously agreed.
10. To discuss recent communications from Thames Water and the Environment Agency regarding sewage flooding at Clapgate pumping station
The chairman and the clerk chased Thames Water (TW) and The Environment Agency to resolve the sewage flooding at Clapgate pumping station. TW said they have ordered two new pumps which will be installed as soon as possible.
11. To discuss the A120 Bypass scheme and make a decision as whether or not to write to all Albury residents to inform them of the consultation dates, and agree to employ an independent planning professional as necessary to produce a letter on our behalf, at an estimated cost of £600
The councillors decided that since the A120 public consultation leaflet with the consultation dates has been posted to each household by Herts County Council, there is no point in APC writing to each resident to inform them of the dates. The councillors discussed how important it is for residents to attend a consultation session whatever their opinion is. The councillors discussed the height, appearance and possible noise of the bypass and the importance of people expressing any concerns over these aspects. The councillors discussed the necessity to seek the advice of a planning professional.
Resolved, proposed by Cllr Muller, seconded by Cllr Walne that APC employ a planning expert as necessary at an estimated cost of £600 to inspect the A120 bypass proposal and produce a letter on our behalf. Unanimously agreed.
12. To discuss the progress of the update of the Albury Village website
The councillors have viewed the progress so far and are happy with the results.
13. To receive an update of the DriveSafe campaign
Cllr Benton has been trained in the use of the equipment and is hoping to organise the campaign in the next couple of weeks. Cllr Muller said the road signage improvements around the village are scheduled for early November and a speed survey at Albury End is to take place on 27th November.
14. To discuss ways to improve the playground, obtain funding, carry out local fund raising and increase local support
The councillors discussed the playground and decided that before making any plans they should canvass residents for their views. Cllr Muller said she will ask the school to add a note to their newsletter to see if the children and parents would prefer a zip wire, a climbing frame or outdoor gym equipment. The same question was asked in the last Albury Newsletter. Fund raising and grant applications will be dependent on the responses received from residents.
15. Further to queries from C. Olley (executor to Olga Caton’s estate), to discuss and make a decision as to whether or not the parish council would grant an easement for vehicular access rights from Patmore Heath to the derelict Chapel, or if the parish council is interested in purchasing the Chapel or the field adjacent to it.
No formal request has been received from Mr Olley so this item was not discussed.
16. To discuss parish fund raising events and agree to help organise the next Arts and Crafts Fair, an Open Gardens day and an Easter Egg Hunt
The councillors supported the above ideas. Resolved, proposed by Cllr Muller, seconded by Cllr Benton that APC help organise the next Arts and Crafts Fair, an Albury open garden day and an Easter Egg Hunt. Unanimously agreed. Cllr Muller is to organise a meeting with the current organiser of the Arts and Crafts Fair.
17. To discuss if Albury can support East Herts Council’s ‘Sport England Bid’, aimed at local sport and physical activities for older people
As this requires use of the village hall during off peak times it was decided to pass this over to the village hall committee for their consideration.
18. To discuss Albury Parish Council’s responsibilities with regards to managing the Albury Parochial Charities and associated  bank accounts
The charity commission shows this charity as not in operation as of 9th June 2012. The clerk agreed to contact the listed trustees for further information.
19. To discuss establishing which land around the village is registered to Albury Parish Council.
The councillors discussed who owns the patch of land at the Clapgate crossroads where the bus stop is positioned, since the land has recently been damaged by lorries driving over the edge. The clerk agreed to write to the Von Preussen estate to establish responsibilities but also to seek potential permission to place a Christmas tree on the site each Christmas and perhaps planters for Summer etc.
Further discussions were postponed to a future agenda as Cllr Barrett has been looking into which land APC own by requesting information from Land Registry.
20. To discuss the need for an updated Parish Plan and what producing this would involve.
After looking at a copy of the last parish plan and the effort involved, it was decided
postpone this discussion to a future agenda.
21. To discuss the request for a donation of £600 towards the upkeep of the churchyard
The councillors agreed this would be a worthy donation. Resolved, proposed by Cllr Muller, seconded by Cllr Benton that the donation of £600 should be made. Unanimously agreed.

An MOP asked if the council would clear allotments 1, 2 and 6 as well as the footpath behind the allotments. The council agreed to discuss clearing these allotments. The clerk agreed to ask the Countryside Access Officer if she knows who is responsible for clearing the path. An MOP asked if the Coronation Oak Tree on Cow Pasture could be fenced to prevent the farmer from ploughing too near to it as he has been informed this may be affecting its well being. The clerk agreed to seek advice on this matter from East Herts Tree Preservation Officer.

7.      Dog fouling

Stickers have been placed around the village reminding people to pick up dog waste. It has proved difficult to buy discreet dog waste bag dispensers. Larger ones are available and will be considered. An MOP contacted the council to complain about dog fouling but was not present at the meeting to discuss this further. The clerk did contact East Herts prior to the meeting and was told complaints should be made by individuals to East Herts Environmental Services on 01279 655261. The school children have designed some posters which are to be displayed around the village.

8.      Patmore Heath

An MOP asked for an update regarding Herts & Middlesex Wildlife Trusts (HMWTs) management plans. The chairman said she will provide the contact group with details of any further discussions.

APC received notice that the Catherine Wheel’s planning appeal was dismissed.

APC received notice that it will continue to receive the New Homes Bonus grant.

The East Herts Council returning officer informed APC that no one had requested an election to fill the vacancy on the council.

13.  New allotment agreement

It was proposed that the new allotment tenancy agreement, as circulated prior to the meeting, be issued to the allotment tenants for signing. Proposed by Cllr Muller, seconded by Cllr Barrett. Agreed and resolved unanimously. Clerk to issue these prior to the renewal date of 16th July.

The installation of a rainwater harvester was discussed. Some of the tenants present at the meeting said they would not use it. APC are to consider approaching the Village Hall Committee with regards to installing water butts instead of a rainwater harvester. The allotment holders are to think about other solutions.

14.  30 mile speed limit sign on approach to Albury from the south

East Herts Highways have agreed to replace the old signs and provide additional signs. A new sign is to be added at Clapgate.

The Albury Antiques sign at the bottom of the lane is in the line of sight of oncoming traffic. Discuss repositioning it with Cllr. Webster.

15.  Parsonage Lane pumping station

The fence around this has been repaired by Thames Water and now looks much smarter.

16.  A120 bypass

Standon have been approached again with regards to holding a joint public meeting as they are a larger parish. An update is awaited.

17.  Website.

The decision on the website update was postponed to a future agenda to allow new councillor Toby Walne to review the details.

18.  Speeding through the village

East Herts are to conduct speeding surveys in the village. Cllr Benton is awaiting a DriveSafe update. A site visit is to be undertaken, possibly in September.

19.  Playground

The clerk has approached the company carrying out the playground safety check for advice regarding the possible installation of a climbing frame which could replace the existing see-saw. A response is awaited.

7.      Questions from Members of the Public (limited to 15 minutes)

An MOP reported that garden waste is being dumped behind the garages at The Bourne. They asked if APC could post a notice in the Albury Newsletter. APC agreed to make this request to the newsletter editor. An MOP said there was a further sewage flooding incident at the Clapgate pumping station on 22/5/14 which he reported to Thames Water (TW). They sent someone to inspect it, who signed it off as requiring no further action. After a further complaint TW performed a cleanup of the area on the 23/5/14. APC agreed to write to Thames Water again regarding sewage flooding. An MOP presented APC with an invoice for £250 for the hire of a digger to clear several allotments last year, and a receipt for £14 for weed killer. APC agreed to add these to the next agenda for consideration.

10.  Clerks report/correspondence

30/5/14 – Barclays confirmed the mandate change has been completed and all missing bank statements are to be posted to the clerk.

30/5/14 – TW are posting the clerk a key to the gate at Clapgate pumping station.

30/5/14 – TW updated us that Parsonage Lane pumping station fence repairs are still to be scheduled, a further update is due 11/6/14

3/6/14 – Email from Oliver Heald regarding APC question about fibre optic broadband for Rural Herts. An announcement is due from The County Council soon.

11.  New allotments agreement. Postponed to next agenda.

12.  30 mile speed limit sign on approach to Albury from the south.

Cllr Muller to chase the progress of the request to Herts Highways to move it’s position.

13.  Parsonage Lane pumping station.

TW have yet to schedule repairs to the fence and will provide a further update on 11/6/14

14.  Patmore Heath – update after Herts & Middlesex Wildlife Trust (HMWT) talk.

Cllr Muller is to ask if APC can have a copy of HMWTs long term management plan.

15.  A120 bypass – update regarding talk from representative.

Standon were going to arrange this and invite Albury. Cllr Muller to request an update.

16.  Draft District Plan. Comments had to be in by 22nd May so no further action required.

17.  Website update. Postponed to next agenda.

18.  Speeding through the village. Cllr Benton has applied for a DriveSafe campaign. This requires at least 10 signatures on a petition. If Albury are eligible for the campaign we will need at least 3 volunteers on the day of the campaign.

19.  Poppy seeds for allotment garden.

To commemorate the Centenary of World War One on 4th August APC thought of planting poppies on a vacant allotment. An MOP raised a concern that the seeds would spread to other allotments so this idea has been put on hold while alternative ways to commemorate the day are sought.

20.  Postcards – agree to print cards of a sketch of the church

100 cards will cost £34.50 and 100 envelopes £2.70. It was agreed to print the cards but that the sample card is too flimsy. A quote on thicker card is to be sought by the clerk.

21.  AOB

Herts County Council are to contact the owner of an abandoned car in the village hall car park and arrange its removal. Extra newsletter pages are needed this month to print these minutes plus the minutes of the two annual meeting held on 29th May. Proposal: To pay £14 for extra pages. Proposed by Cllr Muller, seconded by Cllr Barrett. Agreed and resolved unanimously.
